Every country has good people and terrible people; it doesn't matter if they are Japanese or not, it's about individuals. If there are problems, please discuss and resolve them as human beings through laws and systems, seriously.
I've seen people blame foreigners living in Japan when things aren't going well domestically, and it's frankly disgusting.
Reference table from the 2020 National Census: the foreign population in Japan is 2,747,137, which is 2.18% of Japan's total population... And the cumulative number of fraudulent welfare recipients, including Japanese nationals, from April 2020 was 1,157 cases... apparently.
Looking at these numbers, it's honestly impossible to tell how many foreign residents have entered the country and how much fraudulent welfare claims among them are straining the lives and economy of 'Japanese' people. On the other hand, I wonder about the number and amount of foreign nationals living in Japan who pay taxes, work, and support the Japanese economy. I don't think we can have a discussion without this information. (Besides, isn't Japan a country that relies on people from overseas due to its declining population and shrinking workforce?)
Without fair information, imagine a politician wannabe, desperately campaigning for votes on the street, shouting, 'XXX people who complain about Japan, go home!!' Some of them have learned Japanese and are working hard, but if they were to be lumped together by their country of origin, they'd be shocked, doing a double-take on their way home from work at the station. 'Huh? Me? My country? Why are they speaking ill of it!' Of course, they'd be indignant. (I would be indignant).
Japan isn't perfect at all to begin with. That's why Japanese people complain too. On the other hand, if foreigners complain, they're told 'Go home!'... That double standard only conveys a lack of virtue.
So, if we're going to discuss based on nationality, then what about 'Japanese' people? Let's talk about that. They should also release the numbers of those who fraudulently receive welfare (while playing pachinko), all of them. Release all the comparative statistics to see who is doing what, and to what extent. That's where the discussion should start.
I've lived abroad for 20 years, so I can say this. No matter where you go, unreasonable things happen all the time. Racial discrimination? It's an everyday occurrence. Normal. And of course, there are reactions to that. Dissatisfaction and opinions about the country are always there. I've always stated my opinions without any filter (lol). Being told things like "People like you should just go home!" is also normal (lol). But I wanted to gain something from my time abroad, so I didn't run away. That's why, when it comes to foreigners living in Japan as a single group, I feel, how should I put it, truly indignant.
I remember. Generally, the people who discriminate based on race at such times are either low IQ or disgusting people who blame others for their own unhappiness. It's universal. So, you shouldn't be fooled by this universally conceptualized "disgusting people's" scapegoating theory.
If someone involved with the country starts saying something about foreigners living in Japan, it's proof that they are either deliberately trying to make citizens anxious to gain votes, or they are trying to hide something inconvenient domestically.

PS. Foreigners are also obligated to pay into the pension system, and even if they don't plan to live in Japan long-term, they have to pay. If the number of payments doesn't match the benefits they'll receive, they won't get a pension later, effectively meaning they're donating money to Japan for free. Did you know that? For example, my household was persistently told to pay for my wife (a foreigner residing in Japan), even though we knew she wouldn't receive benefits later, and we did pay for a time. Nothing is black and white.
